This was built in stages and took over thirty years to complete. Harry Ell had earmarked the site as early as 1904 but building did not commence until 1918. The completed lower floor was opened in 1920 as the Tram Terminus Resthouse. The building, taken over by the Christchurch City Council in 1942, was finally completed and officially opened on 1 Apr. 1949
