The process used in selection of the Architect
Registrations of interest from Architects were invited by advertisement in national newspapers.
The registrations received were assessed and scored against the following 6 criteria:
- 1. Previous Experience and Referees
- Previous experience of the firm particularly in technical areas comparable to the professional services required for this project. In relevant cases this would include knowledge of local conditions and familiarity with legal requirements, standards and procedures.
- 2. Management and Administration
- The availability within the firm’s organisation of people and systems appropriate to the successful management of the work including ability to work as a team.
- 3. Key Personnel, Key Support Equipment and Systems (including Availability)
- The competence of the personnel that the firm proposes to use with particular regard to their skills and experience in the technical areas relevant to the services to be provided.
Current and future workload - taking account of the need to spend the budgeted funds within a limited time period, and the firm’s ability to perform within this time frame.
The support equipment, facilities, resources and systems offered by the firm to handle the project. - 4. Research and Development / Examples of Innovation
- The firm’s commitment to research and development and/or examples of innovation used by the firm on previous projects. This should include sustainable initiatives.
- 5. Project Performance Details (Methodology)
- The procedures and methodology that the firm proposes to use to achieve the delivery of the project within the cost, time, quality and functionality requirements.
- 6. Quality Assurance Details
- The firm’s commitment to Quality Assurance including details of certification or progress towards certification of their Quality Systems (if appropriate).
The Architects best meeting these criteria were then invited to submit fees proposals based on a defined scope of work and the terms of reference for the project.
These fees proposals were compared, assessed, and a selection of Architects then invited to an interview with the project control group.
At interview Architects responses to the following 9 questions were assessed.
- Previous Experience & Examples
- Key People
- Drawing/Specification Quality
- Budget
- Time/programme
- Consultation
- Other consultants (the Architect is part of a design team)
- Construction
- Fees and Hours
At then end of this process Warren and Mahoney were selected as having a team best able to deliver a successful combined Community and School Library
