The decoration was made by the Mayor on 13 Aug. 1910. "Chief Scout Cosgrove, in outlining the work which was necessary in order to enable a boy to pass the examinations in signalling, first aid work and the multifarious duties appertaining to scouting, said that Sergeant Rennie was the first King's Scout in the Dominion who had qualified himself to wear the badge instituted by King Edward VII " -- The Canterbury times
